Online horse betting is legal in New York, and it opens at 18, three years younger than sports betting. You don’t bet the races on a sportsbook app. You bet through a licensed advance-deposit wagering (ADW) app.
New Yorkers put $51,959,809 through out-of-state ADWs in September 2026, according to the NY State Gaming Commission (NYSGC), and that leaves out NYRA Bets, the in-state app. FanDuel Racing, formerly TVG, took 55% of it.

NYRA Bets is the New York Racing Association’s own ADW, launched during the 2016 Saratoga meet. As an in-state operator it isn’t in the NYSGC’s out-of-state report. NYRA races stream in HD with English or Spanish calls, and you can fund your account in cash at NYRA tracks.

It’s the largest out-of-state ADW in New York by a distance: $28,819,950 in handle from NY residents in September 2026, according to the NYSGC. You get video from 300+ tracks at no extra cost and one wallet across FanDuel’s apps.
New users can Bet $10, get $50 in racing bonus, with No Promo Code needed. The bonus is non-withdrawable, expires 7 days after it lands and is only for customers who have never wagered on another FanDuel platform. The weak spot: there’s no rebate program. The app has 4.8 stars from 18,000 iOS ratings, and FanDuel sets its own minimum age at 21.
Churchill Downs Inc. owns TwinSpires, and it took $10,080,713 from New Yorkers in September 2026, second among out-of-state ADWs. TwinSpires TV streams 300+ tracks for registered users. The app holds 4.8 stars from 91,000 iOS ratings, by far the largest sample here.
The offer is an Up to $200 sign-up bonus with Promo Code BET200. You earn $100 for every $400 you wager in your first 30 days, capped at $200 once you hit $800, with a 1x rollover on the bonus. The TSC Elite program pays 1 point per $1 (4 at Churchill tracks), and 1,000 points equal $1: a 0.1% to 0.4% rebate. Withdrawals go by EZMoney ACH, PayPal ($1 fee) or check.
DK Horse is DraftKings’ horse racing app, built on a platform powered by Churchill Downs. It’s a separate account from DraftKings Sportsbook. New Yorkers bet $6,100,522 through it in September 2026, third among out-of-state ADWs, according to the NYSGC.
You get live streams of races you’ve bet on, real-time odds and instant replays. The app has 4.7 stars from 8,100 iOS ratings. The welcome offer is a 100% first deposit bonus up to $250 with Promo Code HORSE. The minimum deposit is $25, and you have 7 days from registration to clear a 2x rollover; $25 converts to cash for every $50 you wager. The trade-off is volume: DK Horse runs no loyalty program, so regular bettors get nothing back.
Xpressbet has taken bets since 2002 and is run by 1/ST, the Stronach Group’s racing company. The NYSGC shows $5,317,276 in NY handle in September 2026, a figure that likely also covers 1/ST BET and 1/ST BET PRO, which run on Xpressbet’s platform.
The offer is an Up to $500 sign-up bonus with Promo Code AUTUMN500: $10 for every $100 you bet over your first 90 days. That’s the longest window on this list. It’s also a 10% return that needs $5,000 in wagers to max out. XB Rewards points convert to wagering credits and handicapping tools. The app has 4.8 stars from 2,700 iOS ratings.
AmWager is the smallest app in our top 6. Its parent, AmWest Entertainment, took $142,218 from New Yorkers in September 2026, according to the NYSGC. There’s no native iOS or Android app; you bet through a web app you install from the browser. Customers must be 21.
What AmWager does well is pay you back. Points convert to wagering credit every morning at 1,600 points per $1, worth about 0.25% to 2.5% of your handle depending on monthly volume. The welcome offer is a 100% first deposit match up to $50: place $50 in wagers within 30 days. The credit can’t be withdrawn, winnings are cash, and unused credit expires after 30 days.
Yes. Pari-mutuel betting has been legal in New York since 1940, and account wagering lets you bet those pools from a phone. The legal age is 18, though FanDuel Racing and AmWager require 21.
Out-of-state apps need a New York license under Section 1012-A of the Racing, Pari-Mutuel Wagering and Breeding Law. They must be licensed at home, verify New Yorkers through an independent third party and pay a 5.45% market origin fee on every NY wager, plus 1% to the state’s general fund.

Finger Lakes in Farmington is the state’s only thoroughbred track outside NYRA, and its 2026 meet runs to Nov. 25.
The Belmont Stakes spent 2024 to 2026 at Saratoga, run at 1¼ miles instead of the usual 1½. Kentucky Derby winner Golden Tempo won the last of those, on June 6, 2026.
The race returns to Belmont Park on Saturday, June 5, 2027, according to NYRA. The Breeders’ Cup follows there on Oct. 29–30, 2027.

New York has eight harness tracks, according to the U.S. Trotting Association: Yonkers, Batavia Downs, Buffalo Raceway, Saratoga Harness, Vernon Downs, Tioga Downs, Monticello and the Historic Track in Goshen, which races only a few days a year. Most sit next to a video gaming floor that props up purses. ADW coverage of standardbred cards varies, so check the track list before you deposit if Yonkers is your main play.

Every app pays the same track odds, so rebates are the only way to claw some takeout back. On $1,000 a month in NYRA trifectas, the pools keep $240. NYRA Bets returns $4 (0.4%), AmWager up to $25 (0.25% to 2.5%, by volume), TwinSpires $1 at non-Churchill tracks, and FanDuel Racing and DK Horse nothing. Rebates won’t make a losing player a winner, but they decide which app costs least over a year.
A newer kind of racing app doesn’t ask you to pick a horse at all. Platforms such as HorsePlay turn your stake into a bundle of pari-mutuel bets on live races, then reveal the result through slot reels, scratch cards or bingo. They’re legal in New York under the same ADW framework as the apps above, but they publish no return figure and require players to be 21.
